Judy has vast experience in school law matters. She is well-versed in advising K-12 schools, colleges and universities, and families and students concerning multiple aspects of school law. Judy draws upon her time as a Massachusetts Assistant Attorney General in the Office’s Civil Rights and Administrative Law Divisions, a Hearing Officer-Consultant to the Massachusetts Board of Education, a school law attorney and litigator in private practice, as well as numerous public school volunteer roles. Judy is certified by the Association of Title IX Administrators (ATIXA) to serve as an independent investigator or an independent decision-maker of Title IX claims. Additionally, she is ATIXA-certified to advise and train on bringing your sexual harassment policies, practices and procedures into compliance with the Title IX regulations. Clients rely upon her solid track record and practical advice across many services, including:

  • Conducting independent investigations of claims of sexual harassment (including Title IX), discrimination, bullying, retaliation and ethics law violations.
  • Providing trainings for administrators, teachers, and other school staff and/or students about sexual harassment and anti-discrimination laws, the bullying prevention law, and retaliation; how to conduct an investigation of a complaint of harassment, discrimination or bullying; ethics law issues for staff, and Open Meeting Law and public records issues.
  • Reviewing, drafting and/or updating student handbook policies and procedures to comply with applicable laws.
  • Reviewing, drafting, and/or updating school staff personnel handbooks and policies to comply with applicable laws.
  • Representing clients before the Massachusetts Department of Elementary and Secondary Education (DESE) and the U.S Dept. of Education, Office for Civil Rights (OCR) concerning education and discrimination issues.
  • Representing clients before the Massachusetts Commission Against Discrimination (MCAD) and the U.S. Equal Opportunity Commission (EEOC) concerning employment, retaliation and discrimination issues and representing individuals before the State Ethics Commission.
