Judy has extensive knowledge about administrative law issues, the conduct of administrative hearings and other matters concerning government regulation. Her background is expansive, having served as an Assistant Attorney General in the Massachusetts Attorney General’s Administrative Law Division, General Counsel to the State Ethics Commission, a Hearing Officer-Consultant to the Massachusetts Board of Education, a volunteer Hearing Committee member for the Massachusetts Board of Bar Overseers, counsel to numerous state and local agencies, and since 2020, as a Hearing Officer for the Commonwealth Health Insurance Connector Authority.
These critically important experiences allow Judy to effectively navigate government agencies on behalf of her clients, whether they are individual citizens, businesses or other government entities. Clients turn to her for many services related to this area, including:
- Serving as an ATIXA-certified independent Hearing Officer and Decision Maker of Title IX claims under the 2020 regulations.
- Serving as an outside, impartial hearing officer to preside over administrative hearings involving personnel matters, regulatory proceedings or other administrative law issues.
- Advocating for clients before state agencies such as the Massachusetts Commission Against Discrimination (MCAD), the State Ethics Commission, and the Massachusetts Department of Elementary and Secondary Education (DESE), and before federal agencies such as the U.S. Equal Opportunity Employment Commission (EEOC) and the U.S. Department of Education’s Office for Civil Rights (OCR) and in government investigations, hearings or other matters.
- Interpreting, advising and providing legal opinions about existing and proposed agency regulations.
- Handling appeals to Massachusetts Superior Court of final agency decisions under the State Administrative Procedure Act, G.L. c. 30A.
